Malays’ special position is enshrined in federal Constitution, rulers say in special statement

KUALA TERENGGANU: MALAYSIA’S hereditary rulers yesterday put their stamp on the raging race debate, issuing a special statement in which they said that no one should question the role of the Malay rulers, the special position of the Malays and the ‘genuine interests’ of the other communities enshrined in the federal Constitution.’The actions of certain quarters in disputing and questioning these matters, which formed the primary basis for the formation of Malaysia and are enshrined in the federal Constitution, had caused provocation and uneasiness among the people,’ the rulers said in their statement, issued at the end of a two-day conference here.

They added: ‘In retaliation, several quarters, particularly Malay leaders whether in the government or non-governmental organisations as well as individuals, had expressed their dissatisfaction and anger against those who had made the statements and reports and organised the forums.’

The nine rulers blamed the divisions on ‘the cursory knowledge of those concerned regarding the historical background’ of the provisions in the federal Constitution, as well as ‘narrow political interests’.

They also warned that unless this ‘phenomenon was arrested” immediately, it could lead to disunity and racial strife in the country, according to the text of the statement carried by Bernama news agency yesterday.

Malay special rights have become a hot button issue since the March general election which saw the opposition scoring a stunning win. It wrested control of five states and denied the ruling Barisan Nasional (BN) coalition its traditional two- thirds majority in the federal Parliament.

Since then, questions have been raised about the so-called New Economic Policy (NEP), which accords special privileges to the Malays, and complaints have been aired publicly about perceived discrimination and marginalisation of the other communities in the country.

Temperatures reached fever pitch recently after an Umno politician described the Chinese as squatters during a heated by-election campaign in Penang which led to the return of opposition leader Anwar Ibrahim to Parliament.

Datuk Seri Anwar has been among those critical of the NEP, charging that it has benefited only a select few Malays aligned to Umno, the main component of the BN.

The opposition leader has, instead, touted his own brand of multiracial politics – where Malay rights will be preserved and protected but not at the expense of the other races, and especially of the poor.

The rulers yesterday said that it was not proper to dispute and question the social contract in the country because it was the primary basis for the formation of Malaysia.

‘Therefore, it is appropriate for the Malay rulers to remind that there should never be any attempt ever to test and challenge issues related to the social contract,’ they said.

They noted that under the Constitution, the institution of the rulers was at the apex, ensuring impartiality among the citizens and as a check-and-balance to untangle ‘complications’.

The rulers also called on the Malays to remain united, saying that this was more important than political or factional interests.

They said: ‘The Conference of Rulers also calls on the Malays to be united to safeguard the privileges, position, eminence and greatness of the Malay rulers, safeguard Islam, Malay as the national language, and the genuine interests of the other communities in Malaysia as enshrined in the federal Constitution.

‘It has to be emphasised that this agenda is more important and foremost than political or factional interests.’

But the rulers sought to reassure the other communities, saying that non-Malays should not harbour ‘any apprehension or worry over their genuine rights’ because these were guaranteed under the federal Constitution as well as in state charters.

Prime Minister Abdullah Badawi as well as state chiefs, except that of Sarawak, which was represented by a lower-level official, were present at the rulers’ conference yesterday.

Najib: No abuse of power in SMSes, will explain chopper deal

Deputy Prime Minister Najib Abdul Razak today said that there was no abuse of power on his part in his exchange of text-messages with lawyer Muhammad Shafee Abdullah in relation to the Altantuya Shaariibuu murder case.

“Why must I comment on the matter? The prime minister has said enough,” Najib told reporters in Parliament today.

He was responding to a report in Malaysia Today which published exchanges of SMSes between him and Muhammad Shafee over the alleged involvement of political analyst Abdul Razak Baginda in the case.

Prime Minister Abdullah Ahmad Badawi had said yesterday that he does not believe his deputy would have abused his power.

Earlier today Opposition Leader Anwar Ibrahim had urged the government to probe Najib for alleged abuse of power, stating that the latest development would affect the government’s credibility.

Najib responded by saying that the exchange of SMSes themselves does not suggest any abuse of power on his part.

On another matter, Najib said he will soon explain in detail in the Dewan Rakyat issues linked to the Eurocopter deal which many have said is questionable.

Najib, also the finance minister, rejected the opposition’s call for a fresh budget that addresses the current economic crisis.

He added that hewill announce additional economic measures next Monday to manage the crisis.

In his opening speech this morning at Gerakan’s national delegates conference, Koh said that “as the Prime Minister, Abdullah has initiated reforms for good governance and promoted commitment to integrity. As an advocate for democracy, he has opened up more space for expression to Malaysians.”……..!

PM disappointed with Hindraf supporters

KUALA LUMPUR: Prime Minister Datuk Seri Abdullah Ahmad Badawi has expressed his disappointment with the Hindraf supporters who had come to the Hari Raya open house he and the ministers hosted on Wednesday.

Abdullah said the police and security personnel, who had initially denied the Hindraf group access, sought clearance from him.

“I discussed it with (his deputy) Datuk Seri Najib Tun Razak and the other ministers. My view was that they wanted to come to the open house, which is open to all and we do not stop any group from coming to wish us and join other guests. “We even welcomed non-Malaysians who came in huge numbers. In that spirit I told the security people to ask them to come in. But they came in and there was a lot of noise, I don’t know why,” Abdullah said on Monday.

More than 100 Hindraf supporters turned up at the open house last Wednesday. Another group was also there in support of ISA detainee Raja Petra Kamarudin.

Abdullah said those around him pointed out that none of the Hindraf supporters had wished him Selamat Hari Raya.

“The rest I heard very clearly – ‘Hapuskan ISA, Lepaskan Hindraf; Hapuskan ISA, Lepaskan Hindraf’ (Repeal the ISA, Release the Hindraf detainees). That was all they wanted to say to me. They did not have the spirit of Hari Raya, to enjoy and join in the celebration,” he added.

Abdullah said Hari Raya was a national celebration and leaders, the Sultans and heads of state received the people at open houses without any problems.

“But this one has created a lot of unhappiness to many people,” he said, adding he was told that when he went for prayers in between, another group of about 70 people were there.

“I was not present, if they were some among the 70 who wished Selamat Hari Raya, I wouldn’t know. But when I was there and this happened, nobody was interested to wish Selamat Hari Raya.

“Some of them even skipped my ministers. Even Datuk Seri Najib, some of them skipped also,” he said.

To a question he said no action was being planned against the group.

Ong Ka Chuan: Umno the best partner for MCA

KLANG, Sept 27 — MCA will not leave Barisan Nasional (BN) so as to ensure continued economic growth and to preserve racial harmony in the country, its secretary-general Datuk Seri Ong Ka Chuan reiterated today.

He said MCA, as one of the founding members of BN, need not resort to quitting BN just because an Umno leader had made a racist statement, labelling the Chinese as immigrants.

Ong, who is also Housing and Local Government Minister, said only a small number of leaders and members in Umno had that kind of attitude but the others in Umno and other BN component parties showed tolerance and placed importance on racial unity.

“We have no other choice as BN is the best in ensuring unity and protection of the rights and interests of all races in this country,” he said after opening the Kapar MCA division’s new office at Mutiara Point, Jalan Meru, here today.

He said MCA leaders and members must realise that Umno was the best partner for the biggest Chinese-based party in the country under the BN umbrella.

“MCA will not team up with PAS as it has never established cooperation and good relations with the party like it has with Umno.”

Ong said MCA would also not team up with Parti Keadilan Rakyat (PKR) as it did not want history to repeat itself. In 1951, with the setting up of the Independence Malayan Party (IMP), MCA lost support and direction.

He said former MCA president Tun Tan Cheng Lok joined IMP which was set up by Datuk Onn Jaafar three weeks after he quit Umno in 1951.

Ong said the late Tan gave his full support to IMP because he was a good friend of Onn but the party did not receive support from the people and was dissolved in 1954.

Ong, who is contesting the MCA deputy president’s post in the party elections next month, said he could not care less if he was labelled pro-BN because the people ought to be told the truth and the reality that MCA had to face.

He also said that MCA placed high hopes in Deputy Prime Minister Datuk Seri Najib Razak who would be taking over the reins of government, to bring a major change to BN by opening up more opportunities in all fields to the various races. — Bernama

Raymond Tan May Remain In Sabah Cabinet

KOTA KINABALU: Datuk Raymond Tan Shu Kiat, whose Sabah Progressive Party (SAPP) has pulled out of the Barisan Nasional (BN), is to remain a Sabah deputy chief minister and minister of infrastructure development pending a decision on his status by Chief Minister Datuk Seri Musa Aman.

Tan said he handed in his letter of resignation to Musa Monday (22 Sept) but was told by Musa to keep the two posts pending his (Musa’s) decision.

Musa had said Sunday (21 Sept) he wanted to discuss the matter with component parties of the BN.

“I have submitted my letter. But he (Musa) was actually advising me that I should avoid the word ‘resignation’. I have explained to him the situation that I face at the moment. Musa told me I am still the deputy chief minister and infrastructure development minister until such time he makes his decision,” Tan told reporters after the meeting with Musa at his office in Wisma Innoprise, here.

Tan said he would leave it to the prerogative of Musa as the chief minister to decide on his position and that he would accept any decision on goodwill. (Bernama)

KEMAMAN, Sept 20 The Information Ministry is awaiting a report before deciding on the form of action against the all-news Radio24, which had run an interactive programme allegedly on an issue without regard for national sensitivities.

Minister Datuk Ahmad Shabery Cheek said today the ministry was conducting an investigation into the matter and was awaiting a report before taking further action.

Expressing disappointment, Ahmad Shabery said the incident should not have happened, more so when it involved a radio station run by an agency under the purview of the ministry.
